The Pennsylvania Department of Environmental Protection (DEP) will conduct a public meeting and hearing on October 9, 2025, from 5:00 PM to 8:00 PM at the Brockwayville Depot, 425 Alexander St, Brockway, PA, in response to a municipal waste permit application from Greentree Rail, LLC to operate a transfer facility where train cars carrying sealed waste containers will be transferred onto waste hauling vehicles and hauled to Greentree Landfill for disposal. No hazardous waste will be accepted at the proposed facility.
This event will be divided into two parts:

The meeting portion is an opportunity for back-and-forth dialogue between the DEP and Greentree Rail, LLC, and attendees to address questions and concerns related to Municipal Waste Landfill Application #101741. This meeting will begin at 5:00 PM and conclude when all discussion has either been completed or at 6:30 PM

The hearing, which will begin immediately after the meeting, provides an opportunity for attendees to provide testimony on the record, specifically related to Municipal Waste Landfill Application #101741. The hearing will conclude when all testimony has been received or at 8:00 PM.
Anyone wishing to present testimony must pre-register with Tom Decker, DEP Regional Communications Manager at 814-332-6615 or thomadecke@pa.gov, no less than 24 hours in advance of the public hearing to reserve their spot. Anyone unable to attend the hearing may also mail a copy of their written statement, along with any exhibits, to Mr. Decker at, Department of Environmental Protection, Northwest Regional Office, 230 Chestnut Street, Meadville, PA 16335. Each written comment must contain the name, address, and telephone number of the person submitting the comments, identification of the proposed permit (specify Municipal Waste Landfill Application #101741), and a concise statement regarding the relevancy of the information or objections to issuance of the permit application.
The Department will consider testimony relevant to the requirements of the Solid Waste Management Act of Pennsylvania and the regulations promulgated under the Act. Following the hearing, the DEP will prepare a formal comment response document addressing the testimony submitted.
Copies of the application have been provided to Snyder Township and Jefferson County and are available for review. Copies are also available for review at the DEP Meadville Office.
